First Government
Lyonchhen Dasho Jigmi Y. Thinley (2008-2012)
Lyonchhen Jigmi Y. Thinley was born in Bhutan in 1952, he holds the distinction of being Bhutan’s first democratically elected Prime Minister, serving from 2008 to 2013. He pursued higher education at St. Stephen’s College, Delhi University, earning an honors degree, and later obtained a Master’s degree in public administration from Pennsylvania State University in 1976.
Under Lyonchhen Jigmi Y. Thinley stewardship, Bhutan actively engaged in international dialogues on sustainable development. His government committed to maintaining carbon neutrality at COP 15 in Copenhagen and hosted the “Climate Summit for a Living Himalayas” in 2011, highlighting Bhutan’s proactive stance on environmental conservation.
Lyonchhen is a recipient of many national and international awards including his country’s highest civilian decoration

Second Government
Lyonchhen Dasho Tshering Tobgay (2013 to 2018)
Lyonchhen Dasho Tshering Tobgay served as Bhutan's 2nd Prime Minister from 2013 to 2018. He was elected following the second parliamentary elections held in July 2013, representing the People's Democratic Party (PDP). This marked a change in leadership from the previous Prime Minister, Jigme Thinley.
Early Life and Education:
Tshering Tobgay was born in Kalimpong, India. He holds a Bachelor of Science in mechanical engineering from the University of Pittsburgh and a Master's degree in public administration from Harvard University.Prior to entering politics, he worked as a civil servant in the Royal Government of Bhutan.
Political Career:
Tobgay is the president of the People's Democratic Party (PDP).He served as the Leader of the Opposition in the National Assembly from 2008 to 2013 before becoming Prime Minister.During his tenure, he focused on various issues including Gross National Happiness, conservation, climate change, poverty, and democracy.He also emphasized hydropower cooperation and the 12th Five Year Plan during his interactions with Indian leaders.His government aimed to strengthen the private sector, invest in people, and embrace innovation.

Lyonchhen Dasho Dr. Lotay Tshering (2018 to 2023)
Lyonchhen Dasho Tshering Tobgay served as Bhutan's 2nd Prime Minister from 2013 to 2018. He was elected following the second parliamentary elections held in July 2013, representing the People's Democratic Party (PDP). This marked a change in leadership from the previous Prime Minister, Jigme Thinley.

Fourth Government
Lyonchhen Dasho Tshering Tobgay (2024 to 2028)
Born on September 19, 1965, Lyonchhen Dasho Tshering Tobgay earned a Bachelor’s in Mechanical Engineering from the University of Pittsburgh and a Master’s from Harvard. A former civil servant dedicated to strengthening vocational training, he became the first to resign from office to support Bhutan's democratic transition. He co-founded the People’s Democratic Party and served as Opposition Leader (2008–2013) and Prime Minister (2013–2018), before being re-elected to lead the country in January 2024.
Beyond politics, he established Bhutan’s first Youth Center and the Education Staff Welfare Scheme. He is a global advocate for Gross National Happiness, climate change, and sustainable development, speaking at platforms like the UN and TED. In recognition of his service, His Majesty conferred upon him the Royal Orange and Lungmar Scarves. Internationally, he has been honored with the 2016 German Sustainability Award and the 2022 Distinguished Leadership Award.
